The Government of Afghanistan has established a broad based consultation process for the ANDS. This open and inclusive process will involve consultation with government, civil society, the private sector as well as international partners to jointly identify key priorities for public action that will have the biggest impact on economic growth and poverty reduction. The consultation process is to involve systematic and participatory analyses of poverty, short-and long-term tradeoffs of alternative policy decisions, and the impact of proposed reforms on the most vulnerable and marginalised social groups. Through open participation (such as workshops, seminars, symposia and open public meetings etc.), the ANDS will also address critical and complex issues related to building capacity, enhancing governance, and supporting transparency in policy making. The effective design and implementation of the ANDS will also require improvements in the quality, timelines, and coverage of relevant data too, again through greater involvement of relevant stakeholders. Whilst the Government is only in the early stages of developing the Interim ANDS, we have sought to establish a platform for broad consultation now, as the foundation for evolution to the full ANDS, by the end of 2006. Afghanistan remains a diverse society, and consultation is therefore an essential precondition for broad based ownership of the national poverty reduction strategy.
